Roger is a Chartered Town Planner and spent the first 13 years of his career as a Constituency Planning Officer in the largest local authority in Europe - Birmingham City Council (which included a 4 year secondment to Birmingham Heartlands Development Corporation) dealing with numerous high profile large-scale planning applications (residential, retail, community, leisure and sports stadium expansion/extensions) as well as representing the Council at planning appeal hearings and inquiries.

Joining GVA Grimley (as then named) in 2002, Roger continues to manage a wide range of development projects, including providing expert development control and planning policy advice, co-ordinating the preparation and submission of major planning applications, and advising on CPO and estate strategy matters for both public and private sector clients.

Currently Roger is providing detailed planning advice for the implementation of the expansion of Whitehill & Bordon (Healthy New Town) in East Hampshire through securing reserved matters and other approvals (over 140 applications to date and rising). This followed his lead role in the co-ordination/preparation of a hybrid EIA planning application, which included 2,400 dwellings, new relief road, secondary and primary schools, new town centre, employment units, new sports facility and open space/SANGS, which received consent from East Hants DC and South Downs National Park Authority in 2015, following the negotiation/completion of S.106 agreements (c. £40m). Prince Philip Park won the prestigious National Planning Placemaking Award for Best Housing Scheme (over 500+ homes) at the annual Planning Awards 2020 and is one of the largest regeneration projects in the UK.
